Initially only co-emperor of the West in a tetrarchy, he then dissolved it through various successful wars against the other rulers, and governed the whole empire as the only ruler from 324. In the same year, he relocated the capital of the empire from Rome to Constantinople. The Edict of Milan of 313, which guaranteed religious freedom in the whole empire, was the milestone of his reign.
