Hall is PCGS's founder and the greatest grading expert and coin dealer of all time. Both he and Greg Roberts, another numismatic superstar, must agree on every coin's CMQ approval. A billion-dollar company make a buy/sell market in CMQ coins. CMQ places far more emphasis on eye appeal than CAC does. Picky CMQ approves merely a small minority of coins submitted. ā Green CAC = choice, high-end, possibly under-graded. ā Fussy CAC has approved just this ONE of the 57 certified by PCGS and NGC. Many tallied in the population reports are resubmissions or crossovers of the same coins. Even so, population just 174 in ALL grades combined including non-CAM, CAM, and DCAM, plus merely 88 at NGC, by far the lowest totals in the copper-nickel proof set. More than 600 proofs melted (see Breen Encycl, p 220), so the actual mintage is in the 300's although it may be closer to 200 going by the population proportions relative to the other four copper-nickel proof dates. Neither conserved nor doctored, unlike many 1861 proof cents in "problem free" PCGS slabs. Could easily upgrade as is or even more so after conservation, but we prefer originality.
